PENGARUH KINERJA KEUANGAN DAERAH TERHADAP INDEKS PEMBANGUNAN MANUSIA MELALUI PERTUMBUHAN EKONOMI KABUPATEN/KOTA DI JAWA TIMUR

Abstrak

Kondisi Indeks Pembangunan Manusia (IPM) di Jawa Timur berada pada kategori tinggi dan cenderung meningkat, namun tidak sejalan dengan kinerja keuangan daerah yang relatif masih rendah. Ketidaksesuaian ini menunjukkan adanya kesenjangan antara capaian pembangunan manusia dan kemampuan fiskal daerah. Penelitian ini bertujuan untuk menganalisis pengaruh kinerja keuangan daerah terhadap IPM secara langsung maupun melalui pertumbuhan ekonomi sebagai variabel intervening pada kabupaten/kota di Jawa Timur tahun 2020–2022. Teknik analisis data menggunakan Path Analysis melalui SmartPLS versi 4. Data sekunder diperoleh dari website DJPK Kemenkeu dan BPS Provinsi Jawa Timur. Hasil penelitian menunjukkan bahwa rasio derajat desentralisasi fiskal dan rasio efisiensi anggaran berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi, sedangkan rasio kemandirian fiskal tidak berpengaruh signifikan. Pertumbuhan ekonomi terbukti berpengaruh positif dan signifikan terhadap IPM. Sementara, pertumbuhan ekonomi mampu memediasi pengaruh rasio derajat desentralisasi fiskal dan rasio efisiensi anggaran terhadap IPM, namun tidak mampu memediasi pengaruh rasio kemandirian fiskal terhadap IPM. Berdasarkan hasil tersebut, pemerintah daerah perlu memfokuskan kebijakan pada peningkatan derajat desentralisasi fiskal dan efisiensi anggaran, karena terbukti berperan dalam mendorong pertumbuhan ekonomi dan peningkatan IPM, namun harus diimbangi dengan pengelolaan anggaran yang efektif agar berdampak pada pembangunan manusia.

The Human Development Index conditions (HDI) in East Java are in the high category and tend to increase, but they do not align with the relatively low regional financial performance. This discrepancy indicates a gap between human development achievements and regional fiscal capacity. This study aims to analyze the effect of regional financial performance on the HDI both directly and through economic growth as an intervening variable in the regency/city in East Java for the years 2020–2022. The data analysis technique uses Path Analysis through SmartPLS version 4. Secondary data were obtained from the DJPK Kemenkeu website and BPS of East Java Province. Research results show that the ratio of fiscal decentralization degree and the budget efficiency ratio have a positive and significant effect on economic growth, while the fiscal independence ratio does not have a significant effect. Economic growth is proven to have a positive and significant effect on the HDI. In addition, economic growth is able to mediate the influence of the fiscal decentralization degree ratio and budget efficiency ratio on the HDI, but it is not able to mediate the influence of the fiscal independence ratio on the HDI. Based on these results, local governments need to focus policies on increasing the degree of fiscal decentralization and budget efficiency, as they have been proven to play a role in promoting economic growth and improving the HDI, but must be balanced with effective budget management to impact human development.
